Stay at home orders during the beginning of the COVID-19 pandemic brought increased interest in pet adoptions, resulting in recent public concerns regarding pet surrenders as many return to work. However, the underlying crisis facing local animal shelters such as the Santa Monica Animal Shelter is far more complex.
